Provisional members of STAR are applicants for Full Membership who are not yet able to meet all the requirements for that level of membership.  This usually applies to companies that have only recently started trading.  Provisional Members are monitored to ensure full compliance with the STAR Code.  The STAR Council reviews the status of Provisional Members and takes the decision whether to admit or decline Full Membership.
